Not so simple answer...the main IP from the ISP changes, but if you are running a router or hub the IP of the actual computer might not change, but the main IP that the router sees and distributes Internet Access from will indeed change.

Depending on your ISP and the modem you use. If you are changing from a company but keep the same modem and have a static IP, then no. Yes. Thus far there is not an easy way to keep the same IP address when moving from one provider to another. This is why Internet names (such as answers.yahoo.com) were so useful. This is called a DNS name or in web speak a URL.

Yes. Each provider has a different set of IP adresses that they assign to their customers. No two internet companies have the same Ip address range, they are all different, so when you switch providers, you are assigned a different IP address. Even if you cancel your account because you are moving, the nre-activate it, you're stil lassigned a different IP adress. I beleive that most Internet companies/providers use Dynamic IP adresses, so that they don't have to manually assign a different Ip to each customer. IT is done automatically.
