Answers:
It really depends on your setup -- but it boils down to your computer or router is being assigned an IP address.
If you're using a laptop with WiFi, it could be that the laptop is connecting to the WiFi router to get an IP address. Until this happens, your computer isn't technically connected to the Internet. This could also happen with a computer connected via ethernet and IPs are assigned via DHCP... your computer could be waiting for the DHCP server to assign it an IP.
Another possibility is with the connection itself. If you're on dial-up, your modem could still be connecting to your ISP. If you have DSL, some providers use dynamically assigned IP addresses which require your DSL router to log in (SBC/ATT Yahoo DSL works like this) using a mechanism called PPPTP (point to point tunelling protocol)
In any case, don't worry... if you try accessing a web site and it doesn't come up you should be able to wait about 30 seconds and try again.
If you feel the time it takes to start using the Internet keeps getting longer, you might want to contact your ISP.

You need to refresh. Also you may have a virius or spyware, I did and that happened. Get Norton Anti-Virus and some type of Spyware protection.
you need to run anti virus and check your firewall and lan settings.
your computer hasn't recognized your internet connection yet...I am of course assuming that you have a cable modem
try going to internet option under the control panel. Then hit the delete cookies, delete files and clear history. Then go to advance tab, click on the restore default at the bottom. Last, reboot the computer.. This helps a lot.
=)
At the top of the page is the refresh button press it and it might be the same thing the page cannot be displayed. You might have spy-ware or a virus. Get some Anti-Virus and Spyware protection it'll be a lot of help I know how it is.
