2 small black dots on laptop screen. Wont wipe off, appear inside screen? What is it and how to fix?

they are damaged/burnt picture elements.
there is no fix for a bad pixel. if the unit is still in warenty, you may have some luck there, otherwise... new screen or just live with it.
i once heard of a pixel refresh program. it's basicaly just a display of visual snow that flickers on the screen for several hours. the recovery percentage was very low though if any. i have never tried it myself so i can't vouch for it.

Do you have a cover for it? It might be a stain, you need a special cloth to wipe it.
I concur. It sounds like dead pixels though I have never heard of one turning off, I have two or three stuck on red. But as Confused said, there is no fix for a dead pixel. Most manufacturers of laptops and LCD displays won't take them back or fix it (for free) if there are fewer than 10 dead pixels on the display. The warranties vary, for example Samsung Korea will take a display back and not fix it but replace it for as little as a single dead pixel, this is not the case in the US. The standard is 10, 7 if they are all in a grouping. I'm not sure if that is the case for laptops, they might be more lenient on laptop displays.
